Adobe is phasing out Flash by 2020. In the meantime, most browsers, including FireFox, Chrome, and Edge, automatically block Flash from running. In some cases it's disabled in the browser settings, in others it's not supported at all, and in most the browser will ask for a confirmation that you wish to use it before launching it. That last scenario can be a problem because if you've set the browser's pop-up blocker to block pop-ups, you'll not see the confirmation request.

That is what happened when I investigated this using the latest versions of Chrome and Edge. In both these browsers, Google and Microsoft have embedded Flash in the browser software itself, so there's no plug-in or extension for it. It is enabled or disabled in the browser settings and/or site-by-site settings.

If you're using Chrome, see this https://support.google.com/chrome/answer/6258784

Following the instructions there, you'll be able to use Flash in Chrome.

The procedure to enable Flash in Edge is similar. First enable Flash in the browser's Advanced Settings, and restart the browser. If the Flash player doesn't load, click the information icon to the left of the URL in the address bar and add the permissions.

For security reasons, I don't use Flash, and have not downloaded the Flash plug-in for FireFox for testing; however, I expect that even with the Flash plug-in installed, it will be necessary to adjust permission settings as with Chrome and Edge.

I have verified that the Flash bulk upload component works in the Gallery for Chrome and Edge.
