It is entirely possible that you are describing a relay that is flapping at 60Hz. I would definitely test this with a simplified circuit if I was in your shoes.
Are you saying that the relay is making noise when no power is applied to the coil? That strikes me as being improbable in the extreme.

Those two out-of-spec resistors could certainly cause the problem you're having. Replace them before expending much more effort!
